I fly into KGOV 5-6X/year. There is intermittent tower and Class D but no ATIS (only ASOS) so it can be difficult to know when it is in operation. During summer months call on tower freq. First then use CTAF if no reply. App/Dep control is by Minneapolis center, but they lose you on radar below 4000 ft and on radio below 3500 ft. New this year, tower can obtain and give IFR clearances, as you would expect. In the last 3 years I have only once ever seen another aircraft on the ramp. The new terminal is very nice with lots of ramp space, tie downs and chocks... Just don't expect anyone to be there. Someone has gone out of their way to make it simple to find everything you need in the terminal however. Still no fuel, but tanks are installed so I expect it won't be long.
