The campground appears to be open, with plenty of firepits and areas for tent camping. Plus clean bathrooms on both sides of the runway, and inexpensive avgas ($5.39 on 11-3-12.) If you like to camp with your airplane, Georgetown is one of the best bets around. And kudos to the airport for keeping fuel prices amongst the lowest in northern CA.
The campground is now open again according to local manager.
